Question Shall i water change?

I have just completed the 14 day set up and have 2 x clowns and a couple of frags to test the water (no pun intended) I have now reverted to the general guide that states the dosing for the next 2 weeks until the first change of Zeovit.

At what point shall I do the first 5% water change as it does not say? Do I wait until the first change at week 4 or when?

Also..... I have a small forest of Green Algae around and inch long but really thick; how long will this take to go away and will it go naturally?

Water levels below if it helps?
No2 = 0
No3 = 0
Ca = 630
Mg = 1400
Ph = 7.2
Cl = 0
Kh = 7
Sg = 1.026 (35ppt)
K+ = 430
Max razor LED's at 60% for around 9 hours.

Thanks
