The algae growth is normal for a new tank. What are your phosphate (PO4) levels?

If you do a water changes earlier try to extract the algae. In the past I would brush the rock with a stiffer bristle cleaning brush as I help a siphon vacuum right above the area i was cleaning. This will help remove the algae and the nutrients it holds from the tank. (I was always careful to rinse the brush with RODI water before placing it in the tank, this helps remove any foreign material that might be on the brush) This method can be difficult with only two arms I suggest a second person to help position the vacuum if possible. the algae in the sand should be easy to siphon out.
